Most of the openSUSE infrastructure pages currently miss a "Terms of service" statement.

We have some generic statement at: https://en.opensuse.org/Terms_of_site, which contains some words about OBS and Monitoring - but I miss some statements about the "Limitation of Liability" at least.

We should review each openSUSE provided service and check it against potential conflict and legal problems.
