haproxy: drop bugzilla-devel.o.o and moodle.o.o
    
    The new bugzilla is working since some months, and bugzilla-devel no
    longer exists. (I'll also drop the DNS entry for it.)
    
    moodle was shut down some months ago when its maintainer left the
    heroes, and so far nobody complained. Redirect moodle.o.o to the
    deprecated services page.
