bs-upload-kernel: Support package limit for non-kernel packages
    (JSC-SLE#5501, boo#1211226, bsc#1218184)
    
    The -f option of the bs-upload-kernel script adds kernel- prefix
    unconditionally the package name.
    List all spec files in the uploaded directory, and check if the package
    exists with or without the kernel- prefix.
