scripts/python/suse_git/header.py: Catch the use of "Not yet, submitted"
    
    Also add a test case for it.
    For submitted patches, you should use "Patch-mainline: Submitted"
    rather than "Not yet, submitted". Enforce this in check-patchhdr so
    that such mistakes are caught earlier.
