Refresh patches.kabi/cpufeatures-kabi-fix.patch.
    
    Fix aliasing problems if we have an extended capability which aliases a
    non-extended bug bit. The fix is to always ensure that bug bits related
    functionality doesn't use the "generic" cap functionality.
