README: Generalize the document (jsc#PED-5021)
    
    * Rename the document to "SUSE Kernel Repository".
    * Add an Overview section which describes what the repository contains
      and provides a short introductory paragraph how the kernel is built.
      The latter is borrowed from doc/README.SUSE.
