15.3 struggled with supplying additional update repositories post GM, and one of the ideas was to use service (SLE style) to deliver a list of repos applicable for the system.
Let's discussion this idea a bit more here.
Neal: We have rpm-repos-openSUSE-Leap to offer this capability for DNF users. Zypper/YaST could be adapted to also source repository configuration from this package.

I read this as a GUI based 'zypper dup' tool for less experienced users. Sounds like a very good idea to me.
And as goodie on top: https://phabricator.kde.org/source/plasma-pk-updates/ should properly deal with TW updates (looks like it still does a 'up' instead of a 'dup'
We're revisiting usage of zypp-services for Factory and 16.0
