#101 Addition of tut to Leap 15.4 and 15.5

I am currently packaging tut (a tui client for mastodon) in my home repository and would like to make it available in Leap, as soon as it has been accepted in a devel project and on Factory.

Hello @suntorytimed, if you plan on submitting the code by yourself then you're all set. Nothing else needed from our side.

We accept new packages until code submission deadline for Beta, which would be roughly similar time around SLE Feature cutoff.

Please make sure to submit feature explicitly to openSUSE:Backports:SLE-15-SP5 as this is where we keep all community packages. Top level Leap project is just for branding.

With the user number of Mastodon increasing, there comes a requirement for clients to access Mastodon. Tut is a Go-based TUI for accessing Mastodon and provides a vim-like user experience. As a TUI it can be used on a headless installation and the usage of Go leads to a small footprint with no additional package requirements on a machine.
