#106 Remove or Discontinue Quagga from LEAP in favour of FRR

Quagga has not been developed any further since 2018, website is mostly
down/broken, developer do not respond any more.

Please discontinue and do not ship quagga on LEAP-15.5 any more.

We've provided a last quagga update for openSUSE:Factory to address a
security issue (factory only, SLE not affected) and provide an update-message heads-up about deletion from factory and suggestion to migrate
to FRR, see:

update rq#1035188 (accepted)
delete rq#1036299 (accepted)

The FRR project is vital and continues with the development, the frr package
is available since SLE 15-SP3 and openSUSE Leap 15.3 and mentioned in the
SLE-15-SP3 release notes (see SLE-13591).

Ah interestingly this package is actually inherited from SLES. I thought it was from openSUSE:Backports.

There is one coming from SLES-15:Update, and a newer fork from SP4:Update. In order to get rid of it we'd have filter it out.

Sounds really like to much effort and extra inconsistency in SLES vs Leap.

I highly doubt package would be removed from both SLE-15:Update and SLE-15-SP4:Update on SUSE side.

I can for sure make a jira request against SLES, but I'm 99.9% it will be rejected.

Alternatively (and IMHO more correctly) we could handle it on releas-notes + obsoletes from the successor package.
