telegram-desktop now can build on 15.4, IMO we should add it to 15.5 official release.
That highly depends on licensing needs to be SPXD approved https://en.opensuse.org/openSUSE:Accepted_licences. I'll have to check. Otherwise, we have non-free repo.

Yes, I am the creator of this package on Tumbleweed, and I am happy to take ownership of this package for Leap.
This is entirely managed in PackageHub/Backports by the community, so the maintainer can do this on their own.
