Subject: cxgb4: reject overlapped queues in TC-MQPRIO offload
Patch-mainline: v5.5-rc7
Git-commit: b2383ad987a61bdd3a0a4ec3f343fbf0e3d9067b
References: jsc#SLE-8389

A queue can't belong to multiple traffic classes. So, reject
any such configuration that results in overlapped queues for a
traffic class.
