Subject: ice: Get rid of ice_cleanup_header
Patch-mainline: v5.5-rc1
Git-commit: 133f4883f9066822a684252f7850cf06db7c10de
References: jsc#SLE-7926

ice_cleanup_hdrs() has been stripped of most of its content, it only serves
as a wrapper for eth_skb_pad(). We can get rid of it altogether and
simplify the codebase.
