Subject: ice: Remove ice_dev_onetime_setup()
Patch-mainline: v5.6-rc2
Git-commit: 3d9f99908037a90ba9399e553b9beffcac26f068
References: jsc#SLE-7926

ice_dev_onetime_setup contains driver workarounds needed for
firmware limitations. These issues have now been resolved in newer
NVMs so remove the function.
