Subject: liquidio: make the spinlock octeon_devices_lock static
Patch-mainline: v4.13-rc1
Git-commit: 4454e8661ffcb707ce1c405b6e112255629562da
References: bsc#1067126
octeon_devices_lock can be made static as it does not need to be
in global scope.
Cleans up sparse warning: "warning: symbol 'octeon_devices_lock'
was not declared. Should it be static?"
