Subject: [PATCH] rcu/nocb: Merge rcu_spawn_cpu_nocb_kthread() and
 rcu_spawn_one_nocb_kthread()

References: bnc#1189998 (PREEMPT_RT prerequisite backports)
Patch-mainline: v5.17-rc0
Git-commit: 10d4703154a72fb4f30fc90a4a7212bf138c17a2

The rcu_spawn_one_nocb_kthread() function is called only from
rcu_spawn_cpu_nocb_kthread(). Therefore, inline the former into
the latter, saving a few lines of code.
