Subject: ice: Don't call synchronize_irq() for VF's from the host
Patch-mainline: v5.4-rc1
Git-commit: da4a9e73d8a58eccef93682c9f2d910c346d2c1e
References: jsc#SLE-7926

Currently we will call synchronize_irq() from the host for VF's. This is
not correct, so don't allow it.
