Subject: sched/core: Use CONFIG_PREEMPTION
Patch-mainline: v5.6-rc1
Git-commit: 9f47286924f2f868760a528c14596370e32d86b4
References: bsc#1162702

CONFIG_PREEMPTION is selected by CONFIG_PREEMPT and by CONFIG_PREEMPT_RT.
Both PREEMPT and PREEMPT_RT require the same functionality which today
depends on CONFIG_PREEMPT.

Let DEBUG_PREEMPT depend on CONFIG_PREEMPTION.
