Subject: drivers/perf: hisi: Simplify hisi_read_sccl_and_ccl_id and its
 comment
Git-commit: 73daf0bba32604a1b414b9ef429cd25aeae5b95e
Patch-mainline: v5.6-rc1
References: SLE-14995 SLE-16234

hisi_read_sccl_and_ccl_id is not readable and its comment is a little
confused, so simplify the function and its comment as Mark's suggestion.
