Subject: net/fsl: enable extended scanning in xgmac_mdio

Git-commit: 0f183fd151c8c7e215385edfbdc5112d743434dc
Patch-mainline: v5.9-rc1
References: jsc#SLE-12251

Since we know the xgmac hardware always has a c45
compliant bus, let's try scanning for c22 capable
PHYs first. If we fail to find any, then it will
fall back to c45 automatically.
