Subject: [PATCH] powerpc/sstep: Emulate prefixed instructions only when
 CPU_FTR_ARCH_31 is set

Unconditional emulation of prefixed instructions will allow
emulation of them on Power10 predecessors which might cause
issues. Restrict that.
