Subject: selftests/bpf: Move reuseport tests under prog_tests/
Patch-mainline: v5.6-rc1
Git-commit: 415bb4e125b68a3aaccb8381baaa4a06dd1dcb27
References: bsc#1177028

Do a pure move the show the actual work needed to adapt the tests in
subsequent patch at the cost of breaking test_progs build for the moment.
