Subject: x86/smp: Adjust system_state check
Git-repo: git://git.kernel.org/pub/scm/linux/kernel/git/rt/linux-rt-devel.git
Git-commit: 9b65bf18c879db4190621ea89286b0716ffb6688
Patch-mainline: Queued in subsystem maintainer repository
References: SLE Realtime Extension

To enable smp_processor_id() and might_sleep() debug checks earlier, it's
required to add system states between SYSTEM_BOOTING and SYSTEM_RUNNING.

Adjust the system_state check in announce_cpu() to handle the extra states.
