Subject: drm/tegra: Add kerneldoc for UAPI
Git-commit: 6134534ca24f42043cacdd7108026803577f6c59
Patch-mainline: v4.18-rc1
References: FATE#326289 FATE#326079 FATE#326049 FATE#322398 FATE#326166

Document the userspace ABI with kerneldoc to provide some information on
how to use it.

v3:
- reword description of arrays and array lengths

v2:
- keep GEM object creation flags for ABI compatibility
- fix typo in struct drm_tegra_syncpt_incr kerneldoc
- fix typos in struct drm_tegra_submit kerneldoc
- reworded some descriptions as suggested
