Subject: i915: remove timespec_to_jiffies_timeout
Git-commit: d5b65efd2b2e674668d773a82d858ce161956b0a
Patch-mainline: v4.19-rc1
References: FATE#326289 FATE#326079 FATE#326049 FATE#322398 FATE#326166

This function has been unused since commit 5ed0bdf21a85 ("drm: i915:
Use nsec based interfaces"). Let's remove the definition as well now
to help get rid of all uses of 'timespec'.
