Subject: RDMA/core: Fix comment for hw stats init for port == 0
Patch-mainline: v4.20-rc1
Git-commit: 76d865b87c327b34c0e24f23e75828878022f899
References: bsc#1103992 FATE#326009

When add_port() is done for port == 0, it indicates that ports hardware
counters initialization should be skipped. Reflect so in the comment.
