Subject: irqchip/gic-v3: Report that effective affinity is a single target
Patch-mainline: v4.14-rc1
Git-commit: 956ae91ae8761f2cd8cd7b8d6cb90fd4d0b8a596
References: FATE#323954

The GICv3 driver only targets a single CPU at a time, even if
the notional affinity is wider. Let's inform the core code
about this.
