Subject: ice: Enable link events over the ARQ
Patch-mainline: v5.2-rc1
Git-commit: 250c3b3e0aa25ad09c0c7638ba9ba3c0e54464a1
References: jsc#SLE-4803

The hardware now supports link events over the admin receive queue (ARQ),
so enable HW link events over the ARQ and remove code for link event
polling.
