Subject: IB/hfi1: Do not allocate PIO send contexts for VNIC
Patch-mainline: v4.15-rc1
Git-commit: cc9a97ea2c74e8270f3d77d1fd4711c6fc866d7f
References: bsc#1096793 FATE#325050
OPA VNIC does not use PIO contexts and instead only uses SDMA
engines. Do not allocate PIO contexts for VNIC ports.
