Subject: [PATCH] raid5-ppl: don't resync after rebuild
Patch-mainline: v4.15-rc1
Git-commit: 611426e2737235cf05e1b8f27d2502b96a5e05d9
References: fate#323095

The check for degraded array is unnecessary and causes a resync to be
performed after ppl recovery and rebuild when restarting an array during
rebuilding after unclean shutdown.
