Subject: media: marvell-ccic: constify pci_device_id

Git-commit: 8c8808e01a2237a50aa7bb9ac7b509c017f45a85
Patch-mainline: v4.14-rc1
References: fate#326470

pci_device_id are not supposed to change at runtime. All functions
working with pci_device_id provided by <linux/pci.h> work with
const pci_device_id. So mark the non-const structs as const.
