Subject: staging: fsl-dpaa2/eth: Refactor MAC address setup

Git-commit: 6ab00868464fb1acaed7276b47d92c64c4d8623f
Patch-mainline: v4.13-rc1
References: fate#326530,fate#326531,fate#326535,fate#326538,fate#326539

The driver logic for allocating a MAC address to a net device
is complicated enough to deserve a function of its own. While
here, cleanup a bit the code comments.
