Subject: IB/hfi1: Move UnsupportedVL bits definitions to the correct header
Patch-mainline: v4.20-rc1
Git-commit: e04951ebeefbad29455a6218187fe01e0f05b026
References: bsc#1114685 FATE#325854

The UnsupportedVL SendCtrl register bit information is defined in
the module rather than the chip register header file.

Move the defines to the appropriate header file.
