Subject: i40e: Fix VF's link state notification
Patch-mainline: v4.20-rc1
Git-commit: f3fc7915a5372db778abaefe8b3122fec5b8bd77
References: bsc#1111981 FATE#326312 FATE#326313

This resolves an issue where the VF link state was not being updated
when the PF is down or up, and the VF link state would always show
that it is running.
