Subject: mlxsw: pci: Add support for getting resource through devlink
Patch-mainline: v4.16-rc1
Git-commit: e21d21ca31f2fec31f9359a2209929a32a5faf9f
References: bsc#1112374

Up until now the KVD partition was static. This patch introduces the
ability to get the resource sizes via devlink. In case the resource is not
available the default configuration is used.
