Subject: net: phy: split out PHY speed and duplex string generation
Patch-mainline: v4.14-rc1
Git-commit: da4625ac2637e4e5249dc08a10f8dce7643603d2
References: bsc#1119113 FATE#326472

Other code would like to make use of this, so make the speed and duplex
string generation visible, and place it in a separate file.
