Subject: s390/pci: correctly handle MIO opt-out
Git-commit: 6ae3483d411638e471ca0498629b17939f1c20f4
Patch-mainline: v5.3-rc1
References: bsc#1152665 LTC#181729
Do not issue CLP_SET_ENABLE_MIO after opting out of MIO instruction
usage. This should not fix a bug but reduce overhead within firmware.
