Subject: RDMA/rxe: Move atomic responder res to atomic_reply
Patch-mainline: v6.0-rc1
Git-commit: 220e842815f90c678394ae747e3da98348c4ba28
References: jsc#PED-1111

Move the allocation of the atomic responder resource up into
rxe_atomic_reply() from send_atomic_ack(). In preparation for merging the
normal and retry atomic responder flows.
