Subject: btf: Change BTF_KIND_* macros to enums
Patch-mainline: v5.16-rc1
Git-commit: 41ced4cd88020c9d4b71ff7c50d020f081efa4a0
References: jsc#PED-1377

Change BTF_KIND_* macros to enums so they are encoded in dwarf and
appear in vmlinux.h. This will make it easier for bpf programs
to use these constants without macro definitions.
