Subject: sched: act: ife: migrate to use per-cpu counters
Patch-mainline: v4.15-rc1
Git-commit: ced273eacfe1876e2c3c4ea1244a2e386e20eadb
References: bsc#1109837
This patch migrates the current counter handling which is protected by a
spinlock to a per-cpu counter handling. This reduce the time where the
spinlock is being held.
