if packages are simply missing or are outdated then please submit them. It's still helpful to have these trackers, as we use them for release notes etc. But don't get yourself blocked on these.
You can use code-o-o#leap/features#185 as a reference.
Similar for rest of your features. The difference would be if we need to touch SLES packages, then you'll need my help on requesting/co-ordinating these (e.g. your fmt feature).
